Vermont experienced catastrophic flooding in July 2023. Many vehicles were damaged or destroyed. In response, the State of Vermont modified its incentive programs to give drivers more money back when switching to an EV.

The following incentives were offered to income-eligible Vermonters through February 2024:

  • Up to $5,000 for scrapping a 10+ year old gas- or -diesel-powered vehicle for cleaner transportation options

    The drivability requirement was waived for flood damaged vehicles.

  • Up to $5,000 for a new purchased or leased PEV

    An additional $1,000 incentive (up to $6,000 total) was available to Vermonters replacing a flood-damaged vehicle.

  • Income-eligible Vermonters get up to 25% back (up to $5,000) on a used EV

    The 25% cap was waived for eligible Vermonters replacing a flood-damaged vehicle.

  • Eligible Vermonters could stack these state incentives together (for up to $11,000 off the price of a new EV and up to $10,000 off the price of a used EV). The incentives could also be combined with local utility rebates and federal tax credits.

    To receive the enhanced incentives, drivers completed the standard incentive application and then confirmed that they were replacing a flood-damaged vehicle.
